In a dramatic day at state parliament yesterday, Jacinta Allan announced her resignation and chaired a tense caucus room meeting in which Carroll ultimately emerged as the new leader with Gabrielle Williams as his deputy. Carroll still has to name his cabinet and outline the terms of reference for a royal commission into the construction industry – his first pledge as leader after this masthead’s Building Bad series revealed systemic graft within Victoria’s Big Build. The Labor caucus decides which MPs become ministers, but Carroll has the power to nominate portfolios and could choose to reward key backers and demote Allan loyalists – many of whom occupy the state’s most important positions.
